The Department of Defense has had many initiatives in the past to reform areas of its complicated and complex business. The challenge has been following through and getting Congress and the Services onboard. Most notables have been acquisition reform, JCIDS process reform, PPBE reform, cybersecurity reform, SAPR reform, Information Technology and Cloud reform to name a few. The problem with all Defense reforms has been the leadership tone at the top, a plan to actually roll out the processes and policies required to institutionalize this reform and the lack of senior leader accountability and metrics to measure progress and finalize the plans. I want to know what you think about Defense reform. What are key areas that will change the way the Department and Departments perform their business? How do we compete with giant enemies around the globe without understanding how we can become better at what we do and that is providing National Security for the American people.
